Our Protean Premier!, 1885. The Liberal Prime Minister, Gladstone, is the Angel of Peace. War had recently broken out between Russia and Afghanistan. Gladstone, though, now reached an agreement with Russia that the matter should be referred for arbitration by a neutral country. In view of this, Britain was prepared to resume the negotiations to settle the matter of the frontier between Russia and Afghanistan.
