General Francisco Serrano was born in Cadiz in 1810 and was the Captain General of Cuba from 1859 to 1862, distinguished for his liberal ideas. In 1867 he requested autonomy for the island (Cuba) and the abolition of slavery. Had the title of Duke of the Tower (Dukede la Torre) and was Regent of the Kingdom.
