Under the terms of the Treaty, Britain could export coal to France free of duty whilst French wines could be more cheaply imported. This cartoon depicts John Bull, the representative of the British people, swapping coal for the wine being offered to him by Louis Napoleon.The reference in the heading to a civil war concerns the many rumours circulating during the previous year concerning Louis Napoleons supposed plot to launch an invasion on Britain.
