Born in Bayamo in 1758. In 1788 he wrote Tribute to Charles III, The delights of Spain, a poem in tribute to the Prince of Asturias, a work that praised the king and named him the librarator of Bogota.In 1791 he pubished the first newspaper El papel Periodico in Colombia.
