How London Has Changed Since " Toppers" Were Worn By Outside Passengers, c1900, (c1935). Passengers wearing top hats on the upper deck of a horse-drawn London bus. Such buses dated back to 1829, the first being George Shillibeers Omnibus. The last recorded horse omnibus service was a Tilling bus which ran between Peckham and Honor Oak Tavern in 1914.
