Arthur James Balfour, 1st Earl of Balfour, British statesman and Prime Minister, c1905. A Conservative, Balfour (1848-1930) was Prime Minister from 1902-1905. He is best remembered as the author of the Balfour Declaration of 1917 which supported the Zionist objective of a Jewish state in Palestine.
