Whos to Blame?, 1876. Father Thames is being buffeted by the waters of the capitals river, whilst London tries to lift her dripping skirts out of the waters reach. This relates first to the bad weather during the previous month of December 1876 when nearly six inches of rain fell in the one month. To add to the misery, 2nd January 1877 suffered a great storm that raged over the country. It was accompanied by high winds and further heavy rain and many parts of the country were flooded.
