Packing up for the Holidays, 1860
Packing up for the Holidays, 1860. Palmerston is packing away all the bills left over from the recently finished session. The Reform Bill had been left on the back-burner along with other proposed bills. In a dig at what Punch perceived to be Lord John Russells obsession with his Reform Bill, Russell (usually depicted as a boy), asks Palmerston to pack his hobby horse, which has been named Reform. From Punch, or the London Charivari, September 8, 1860
