The Ministerial Bench of the House of Lords, 1886-1892, (1901). Scene in the Palace of Westminster in London, during the final term of the Marquis of Salisbury as prime minister (1886-1892). British Conservative politican Robert Arthur Talbot Gascoyne-Cecil, 3rd Marquis of Salisbury (1830-1903) served as prime minister three times for a total of over thirteen years. He was the last prime minister to head his full administration from the House of Lords.
