The movers and seconders of the addresses in both Houses of Parliament: Lord Richard Grosvenor, 1864. Engraving from a photograph by John and Charles Watkins. Being a Liberal in politics, and professing to be an adherent of the Government of Lord Palmerston, he [The Right Hon. Richard de Aquila Grosvenor, by courtesy Lord Richard Grosvenor], on the death of Mr. Mostyn, in May, 1861, was selected as a candidate for the representation of the county of Flint, and during his canvass received the personal support of Mr. Gladstone, who is connected by marriage with that part of Wales. His recorded opinions on politics state that, while advocating a liberal policy, he is in favour of the continued union of Church and State, but will support any measure which will relieve Dissenters from church rates, failing which he is prepared to vote for the total abolition of those rates. Being, in every sense of the term, a young member, his Lordship had achieved no prominency in the House until he was called upon, in pursuance of established practice, as connected with, and therefore in a certain sense representing, the landed aristocracy in the third estate of the realm, to move the Address in answer to the Speech from the Throne on the present occasion'.
